Developing the Potential of Low Ability Personnel.

Abstract : Project ABEL was a one year extension of HumRRO's Basic Research Task number 21. This effort was an empirical exploration to determine the scope of the learning capacity of marginal Army personnel, to observe the longitudinal effects of long term, self-managed learning strategies and to determine the proficiency levels that these men could reach as a result of their application of these strategies. The approach to this effort was to design an individualized instructional program to provide participants with the instructional skills and knowledge to manage their own training and educational growth. Data were collected on the self-selected activities engaged in by the 24 participants and the proficiency levels they reached during their stay in the project. Considerable gains were reported in both areas for a majority of the participants. Recommendations for setting up a special program are listed in case the situation again arises in which the utilization of large numbers of 'marginal' personnel is necessary. (Author)
