The invention discloses a traffic congestion control method and a traffic congestion control device based on road section passing capacity. The traffic congestion control method comprises the steps of: determining road section type of a road section according to vehicle storage capacity of the road section and cycle of the road section; pre-matching the passing capacity of an upstream intersection with the passing capacity of a downstream intersection of the road section when determining that the road section type of the road section is a short road section, and adjusting green light duration at each phase position of the upstream intersection of the road section according to the passing capacity of the downstream intersection of the road section when determining that the passing capacity of the upstream intersection is not matched with the passing capacity of the downstream intersection of the road section, wherein the adjusted passing capacity of the upstream intersection is matched with the passing capacity of the downstream intersection of the road section; determining a queuing length of the road section when determining that the road section type of the road section is a long road section, and adjusting the green light duration at each phase position of the upstream intersection of the road section according to the passing capacity of the downstream intersection of the road section when determining that the queuing length is greater than a threshold value; and controlling traffic at each phase position of the upstream intersection of the road section according to the adjusted green light duration.
