Assessing the effectiveness of regional development policies in Northern Greece using data envelopment analysis

Abstract This paper uses Data Envelopment Analysis (DEA) to assess the comparative effectiveness of public investment in infrastructure and investment incentives to attract private investment in regions of Northern Greece. Investment incentives account for a large proportion of public expenditure in Greece, where one of their declared aims is to make economic development more uniform across the various regions of the country. DEA makes it possible to identify regions where the incentives and infrastructure expenditure attract successfully private investment so that the factors of this success may be analysed in order to improve the Greek government's regional development policy.
