In business management, capability is gradually regarded as one of the most difficult and important tasks. With the development of the service sectors, capability management of these businesses is given more and more attention. This paper begins with the position and function of analysis and evaluation of capability in the enterprises' strategic planning, and then applies the thought of capability management to the strategic management processing of Telecom operators. Firstly, the definition of capability is given and the classification of the resources is built up. Secondly, capability structure model is formulated, then the paper establishes the capability system of Telecom operators referring to the theory of value-chain. The method of analysis and evaluation is also summed up finally.
