Inorder toprevent toomanyequipment actions andtoofrequent, anovelstrategy isproposed asthetwo-stage process, i.e.the off-line pre-optimization and real-time optimization. Eachtimeintervals within a dispatch period are pre-optimized onebyoneusingconventional model,whilefor real-time optimization, anewmodelispresented. Notonlyare theminimumnetwork loss butalsothecostofcontrol action and thenumbertakenintoaccount, thusoptimizing theentire system's voltage, networkloss, equipment life andnumberof actions sothatthecomprehensive economyofsystemoperation is realized. The inertia factor and sensitivity calculation are introduced toadjust effectively therational distribution ofthe action numberoftheequipments inwholedispatch period. Inthe algorithm, improvement hasbeenmade on thesearchfor optimization using Genetic Algorithm. Theexample showsthat this methodiseffective andpractical andcanbeusedtoonline optimization andoperation.
