수익형(BTO) 민간투자철도사업의 재구조화에 대한 연구

Private investment project has been introduced in Korea with the purpose of early provision, efficiency promotion, budget reduction of public facility. In private investment railway project area, after their open, actual demand of projects with MRG tends to show 10~40% less than anticipated in concession agreement. Therefore, the gap is compensated by public budget and the railway competent authorities’ burden is increasing. Also, the public transport policy maintains its fare to keep similar to other public transport such as existing railway and bus and it makes private investment railway hard to raise its fare. Therefore, compensation for prohibition of fare rise is also burdening finance of the competent authority. For this reason, this study purposes BTO Standard Cost Support(SCS) System, new scheme of private investment compensation against BTO MRG .
