AN INCIDENT DETECTION SYSTEM

This article describes an incident detection system which uses image processing technology to detect tunnel accidents, traffic jams and similar events from video signals supplied by CCTV cameras. A proprietary directional-temporal plane transform (DTT) method has been developed for distinguishing between genuine incidents and normal environmental changes. A guzzy logic algorithm is used to coordinate image processing between cameras in tunnels and infer the presence of incidents in ways not available in direct approaches to image processing.
