The invention discloses a short message receiving state reset method, device and system. The short message receiving state reset method comprises the steps that when a short message setting server receiving terminal cannot receive a short message, a short message idle receiving state setting request is transmitted, and the short message idle receiving state setting request carries the calling subscriber number of the terminal; a location register and a short message center to which the calling subscriber number of the terminal belongs is searched in a bureau data server; and a reset instruction used for setting the short message receiving state of the calling subscriber number into the idle state is transmitted to the searched location register and the short message center so as to be used for resetting the short message receiving state of the calling subscriber number into the idle state after the location register and the short message center receive the reset instruction. With application of the scheme provided by the embodiment of the invention, short message receiving state reset processing efficiency is enhanced in comparison with the methods in the prior art.
