Implementation of heterogeneous wireless networks is a key issue that needs to be attended for delivering 4G services. The concept of reconfigurable interoperability defines mechanisms for coexistence of the wireless networks and intelligent management and reconfiguration within such systems. This paper elaborates the design of reconfigurable interoperable wireless communication system (RIWCoS). It focuses on the reconfiguration strategy in the system in which the interoperability of the technologies is accomplished according to IEEE 802.21 standard. The reconfiguration in the system is done with implementation of distributed Resource Management (RM) modules. The terminal user RM module is developed and implemented in a simulation environment for testing and performance evaluation. In addition, the paper presents a concept for implementation of the resource management functionalities in real scenarios relying on the commands and functions from NDIS.
