Findings of the public consultation on network neutrality in Croatia: Report and analysis

The Croatian Post and Electronic Communications Agency (HAKOM) launched a public consultation on network neutrality in January 2011. To collect information from various stakeholders, HAKOM published a questionnaire designed to get the views, proposals, and comments of all interested parties on the network neutrality status and problems, traffic management practices and transparency thereof, the need for service classes with respect to the quality of service, and the need for additional regulatory measures to preserve network neutrality and openness of the Internet. Following the close of the public consultation period, the responses were studied and analyzed. This paper summarizes and discusses the findings of the public consultation, and presents future directions for HAKOM's regulatory activities.
