Fuel consumption models and data needs for the design and evaluation of urban traffic systems

The estimation of fuel consumption in urban traffic systems requires the development of appropriate models and the collection of necessary data. This paper describes the role of fuel consumption models in traffic system analysis and the general requirements of such a fuel consumption model for use in traffic design and evaluation. An elemental model of fuel consumption is then described and the type of data needed for operation of this model is discussed. The preferred format for fuel consumption data is then presented.
