Mechanism Design for Medium and Long-term Electric Quantity Security Check Adapted to Decentralized Trading

Medium and long-term market is an important part of power market construction in China. The most noteworthy feature of medium and long term market is that the transaction in the form of electricity energy. Bilateral transactions represented by direct purchase of large consumers are the main trading modes. Bilateral transactions are essentially decentralized decisions. Benefit-seeking behavior in the market may lead to extreme operation mode of power grid, resulting in transmission section overloading or exceeding the limit while would affect the security operation of power grid. It is important to study electric quantity security check to evaluate whether energy contract is feasible and how to further adjust the trade. This paper presents a novel mechanism for medium and long-term trade security check adapted to decentralized trading. A two-step checking system for ex-ante energy limit calculation and ex-post transaction security check is proposed, and a checking mode with annual security check as the main and monthly security check as the supplement is proposed. Some key technologies related to this mechanism are introduced. A case study based on actual data of provincial power grid indicates the effectiveness of proposed mechanism.
