The invention relates to a method and device for testing high-capacity communication equipment based on a virtual terminal. The high-capacity communication equipment has a distributed structure and comprises an upper linked disc, a core swap disc, a plurality of service cards and a voice processing disc, wherein the upper linked disc, the core swap disc, the service cards and the voice processing disc are all board cards of an OLT (optical line terminal) of a PON (passive optical terminal) system, and all the board cards are real; each service card is connected with a plurality of ONUs (optical network units) through an ODN (optical distribution network), and the ONUs include practical ONUs and virtual ONUs; one service card is fully matched with the practical ONUs, other service cards are fully matched with the virtual ONUs; the practical ONUs are used for testing the carrying capacity of the practical service of the OLT; and the virtual ONUs are used for testing the capacity of the OLT for internal management and scheduling of the PON system. The virtual terminal is used for testing fully matching capability of the large-capacity communication equipment, thus not only the testing requirement is met, but also the investment cost is greatly reduced.
