A new emergency management approach in disaster operation management based on the activity network technology

Researchers have presented some methodologies of decision support for the different stages of disaster operations management (DOM). However, all these methodologies can't address the core issue of how to make the detail emergency response plan. To improve the standardization and automation of disaster operation management, a new method of emergency management based on the activity network technology is presented. Firstly, the emergency plan is built upon emergency response activities by using the activity network technology. The emergency plan is used as the template for emergency execution plan. When an emergency occurs, one can quickly make an emergency execution plan by tailoring the emergency preparation plan with the help of information systems according to the characteristics of the event. The process model and information model are built, and then an emergency management system is designed and realized. By implementation of the system, it is verified that the method can enhance the level of the scientification, standardization and automation of disaster operation management significantly.
