This paper addresses algorithms of airtraffic flow management of airtraffic flows in the airspace of the Russian Federation with account of flight reliability, safety, and efficiency. The need for the development of these algorithms becomes particularly important with the transition to new principles of the airtraffic orga� nization in line with the CNS/ATM conception (communication, navigation, observation/organiza� tion of air traffic). The benefits from application of the CNS/ATM technology will be profound only if effi� cient techniques for the airtraffic organization and management are available and their application has been efficient. At present, much attention is paid to the development of prospective technologies and techniques related to the organization and planning of airtraffic flows. Abstract—A number of algorithms are proposed for creating means of management of airtraffic flows on the basis of decomposition of the original optimization problem and stepwise adjustment of plans of individual flights. Different variants of order of the solution of local problems under decomposition are considered: from the most overloaded element of load to the next one in the hourbased order; in the course of arising requests and under arising an overload in an element. In this paper examples automated daily plan adjustment allowing removal of expected overloads in the fields of airtraffic service management are presented. The results obtained demonstrate that the adjustment techniques for an actual daily plan of flights in the airspace of the Russian Federation are efficient and flexible.
