Vehicle-to-Vehicle (V2V) communication service is one of the important building block for the applications of the next generation wireless network (5G networks) and is already included in 3GPP Rel-13. The key requirements for V2V communication services are to provide an ultra-reliable and low-latency communication. Therefore, the challenges of providing V2V communication services are to effectively utilize the limited resources to improve the communication capacity and reliability while reducing the computation loading in base stations to decrease the latency of communication. In this paper, we propose and analyze an effective vehicle clustering and region-based frequency reusing scheme in highway scenario and propose a novel adaptive scheme that can beneficially reduce the network computing complexity.
