Waste Management Accountability: Risk, Reliability, and Resilience

Abstract Risk, in several of its connotations, is used as a measure of success or failure in waste management. This chapter explores the relationship between risk reduction and reliability of the systems used to handle wastes. These systems must be effective under widely varying conditions, so they must also be resilient.
