A DEVELOPMENTAL APPROACH TO URBAN TRANSPORT PLANNING: AN INDONESIAN ILLUSTRATION

Many transport problems facing Asian cities are typically those that have arisen because of the application of inappropriate transport policy, planning and design measures. This book discusses a developmental approach to urban transport planning, which considers development contexts and policy-making environments "before" addressing the more specific problems of urban transport operations and infrastructure design. It relies on an understanding of: the differing development characteristics and sizes of settlements; the appropriate use and performance of different urban modes and technologies; and the hierarchical basis of trip purposes and lengths generated by communities of different sizes. In order to illustrate and bring to life this approach, it is explained how this approach can operate in a fast-changing economy such as that in Indonesia. With the fourth largest population in the world (estimated to exceed 182 million) and with abundant natural resources and cheap labor, Indonesia has the potential to become a permanent powerful economic force in Asia. Given that most of its recent economic growth is concentrated in and generated by cities, it is clear that the urban movement problems of this fast developing economy need to be given priority. This book should appeal not only to policy-makers, planners and engineers concerned with transport and urban development in Indonesia, but also to those with a more general interest in those issues in the Asian region and the Third World.
