The invention discloses an abnormal road jam (i.e. vehicle friction or accidents) alarming method based on flow detection, which utilizes a traffic flow sensor arranged on an intersection to detect the traffic flow of each traffic light alternation cycle to serve as the basis for judging whether vehicles can normally go through the section. When the traffic flow of the intersection has abrupt change, i.e. the intersection resource section is in abnormal jam, so that traffic flow can not normally advance. Parameters, such as section information, traffic flow and the like are sent to a control center to confirm the abnormal jam of the above section. After confirmation, an intelligent traffic control light module controls the timing of the traffic light of a relevant intersection to shunt vehicles on relevant roads. Meanwhile, the control center publishes the position information of the abnormal jam section, and a vehicle-mounted GPS navigator can quickly obtain the abnormal jam generating zone so as to avoid driving to the abnormal jam zone. The method has small data transmission quantity and can give an alarm for abnormal road jam within short time (alternation cycle of 3-4 traffic lights).
