JPEG transCompressor and video networks

In this work we design a simple transcoding algorithm to convert any JPEG or MPEG bitstreams to fully embedded ones. Due to the efficiency of MultiGrid Embedded(MGE) coding used here to encode non-zero quantized DCT coefficients, the transcoding process compresses JPEG or MPEG bitstreams from 9% to 30%. This “transCompression” method has many applications in the Internet and video networks. Since most of “original” images or video files stored on computers around the world are in JPEG or MPEG format, our algorithm provides a simple and efficient way to redistribute pictures/video files across networks.
