A system for improving communication safety is characterized in that a first dispatch table is stored in a first storage unit of a first communication device, a second dispatch table is stored in a second storage unit of a second communication device, several pieces of channel information and signal segment codes corresponding to the channel information are stored in the first dispatch table and the second dispatch table, the first communication device divides signals to be transmitted into a plurality of signal segments and sequentially distributes signal segment codes to the signal segments and transmits the signal segments to the second communication device through the channels corresponding to the channel information, the signal segment codes of the signal segments transmitted by the channels are identical with the corresponding signal segment codes of the channel information corresponding to the channels in the first dispatch table, the second communication device receives the signal segments and distributes the corresponding signal segment codes of the channel information in the second dispatch table for the received signal segments from the channels corresponding to the channel information.
