Shanghai Automotive Industry Corp., or SAIC, China's second-largest auto-maker, announced plans to introduce a line of cars for sale domestically and in Europe that will be separate from its partnerships with General Motors and Volkswagen. The new venture, in which SAIC will make a US $1.25 billion investment to create R&D facilities, an assembly plant, and an engine factory, will be run by former employees of the foreign joint ventures
