A model of Chinese government knowledge management based on absorptive capacity

Under the impact of the knowledge economy, in public administration sector, knowledge management is an important way to improve government performances, optimize work flow, enhance service efficiency, and promote adaptability. But now in China, on strategy level, building “learning government” conflict with the context of bureaucracy, in this paper, the authors argue that absorptive capacity is more appropriate as the strategic orientation of Chinese government knowledge instead of learning capability, and give a model base on it. This paper also analyzes administrative culture play a key role on development of government agencies' absorptive capacity; proposes to promote administrative culture from four aspects.
