This book combines information about a wide range of residential energy conservation programs with very detailed information about consumer responses to a program in the Northeast. The authors studied 22 energy conservation programs around the country that cover the range of programs now in operation. Some have energy efficiency as their primary goal, while other are looking to jobs, heat for the poor, community control of resources, adequate housing, etc. Some of the programs are supported by government or industry, while others rely on volunteer labor and reclaimed materials. Part I analyzes residential energy conservation issues and draws several conclusions. Part II describes grassroots, public sector, utility, and other programs. Sample surveys and questionnaires appear in the appendix.
