The device comprises an input end, a transformer, an analog-to-digital converter and a programmable processor, wherein the input end, the transformer, an analog-to-digital converter and the programmable processor are connected to a transmission line travelling wave fault signal source, a primary side of the transformer is connected to the input end, and a secondary side of the transformer is connected to the analog-to-digital converter and the programmable processor sequentially. By the aid of the device and the method, for the design of Field Programmable Gate Array (FPGA) front-end analog to digital conversion, a passive radio frequency (RF) device is used for conducting difference for travelling wave fault signals, high-frequency noise is inhibited well, the system interference of active devices caused by power supply ripples and noise is solved completely, and the system power consumption is reduced.
