An omnibitrate control algorithm for DCT video codec

A rate control tool in the test model TMN8 of H.263+ is well known for low-delay communications. However, the model accepted by TMN8 rate control is valid only in low bit rate environment In this work, we present a piecewise linear model which can cover wide band of bit rate. An omnibitrate control algorithm (OBC) derived by our model have better performance than that of TMN8 and VM8 rate control in the quality of the encoded video and accuracy of bit allocation and can be applied in a wide range of bit rate environments. Experiment results of OBC with H.263+ and MPEG4 codec show good controlling performance in the wide given target bit rate. Finally, this model can be used in new standard H.264/AVC.
