Abstract Based on hierarchical concept in system science, by choosing the theory brought up by Simon that three phases of intelligence, design and choice are experienced in a decision-making process dominated by the decision-maker as the management thought, and utilizing the multilevel terrain construction, a framework model of complex information management decision is established in this article, together with models of corresponding decision-making procedure and solution generation. It is proved that hierarchical concept in system science combined with multilevel terrain construction is applicable for the modeling work of decision-making with complex information, providing support and assistance for the modeling of such circumstances.
