The invention discloses a method and device for achieving discontinuous receiving and sending. The method includes: user equipment receives discontinuous reception (DRX) configuration information, scheduling time is determined according to the DRX configuration information, a physical downlink control channel is monitored in the scheduling time, and data is received and sent, wherein the scheduling time is DRX activation time, and the DRX activation time comprises a combination of one or various of time except time for waiting response of a base station after a scheduling request is sent, an uplink sub-frame of the scheduled user equipment, a physical downlink control channel sub-frame in the DRX activation time and duration of a random access procedure. The method and device for achieving the discontinuous receiving and sending is based on a time-division multiplexing transmission scheme of the DRX mechanism, and can maximally guarantee that a long term evolution (LTE) sub-device and other wireless sub-devices can be communicated with corresponding opposite end devices at different time, thereby effectively avoiding co-existing interference in the devices.
