The invention relates to a management and graphical display system for intelligent substation SCL (substation configuration description language) configuration files. The management and graphical display system comprises the following four functional modules: a configuration file management module, a configuration file generation module, a configuration file comparison module and a configuration file graphical display module, wherein the configuration file management module presents all the configuration file information according to folder indexes and comprises ICD, CID, SCD and the like; the configuration file generation module, the configuration file comparison module or the configuration file graphical display module can be opened on files in a Center list, and a configuration file screening function is supported; the configuration file generation module is a SCD file generation tool and is used for configuring the communication parameters, the data set receiving information and the like of each IED; the configuration file comparison module is used for comparing the difference in the configuration files in different versions in a semantic comparison manner; and the configuration file graphical display module is used for graphically displaying the virtual terminal connection relationship of an intelligent device. The management and graphical display system can realize the integration, comparison and graphical display of intelligent substation SCD configuration files.
