A method was proposed of predicting ship-based over the horizon (OTH) radar maximum detection range. Firstly, the method to measure parameters and the modification is given based on the virtual condition for measurement on the ship. Then, the atmospheric refractivity profile was calculated by P-J model with hydrometeorology parameters. The electromagnetic propagation loss is calculated by PE model. And the maximum detection range is calculated by modified radar equation. In the end, the ship-based microwave OTH radar maximum detection range prediction system is designed and realized. System is verified by experiment. The result of the experiment showed that, the system has a good precision, and most of the differences between prediction result and experimental result are less than 30km.
