The method comprises the following steps: after a base station sends data to a downlink user at this time and receives all data sent by an uplink user, the base station calculates a queue length which is not sent to the downlink user in a current buffer area, and predicts the queue length in the next buffer area; the base station calculates a sending upper limit, and calculates out a percentage for jam control for the uplink user; after each uplink user receives the percentage for the jam control, the percentage for the jam control is multiplied by the next sent data amount as the actual sent data amount, and if the uplinkuser does not receive the percentage for the jam control sent by the base station, the uplink user can not send data; and the base station determines whether to adjust jam control strategy accordingtothe calculated percentage for the jam control. The method can treat jam control well, and ensures throughput of the system to have little or no loss at the same time.
