MICRO-SCALE ANALYSIS OF THE TRANSPORTATION ENVIRONMENT IN METRO MANILA

This paper describes how the simulation system for the assessment of traffic flow and the transportation environment is developed for Metro Manila. The system has been calibrated and stability has been established at the point and network levels. Results of the simulation of the transportation environment at the point level indicate that strict enforcement of traffic regulations along roads coupled with traffic engineering measures and improved vehicle performance are effective policies in reducing the traffic congestion and the motor vehicle emissions. Using the developed micro-scale analysis system, the assessment of the impacts on traffic and the transportation environment of the improvement in driver behavior, vehicle performance and implementation of various transportation policies are conducted. The assessment of policies for the purpose of improving the environment is carried out at the roadside level taking into consideration the land use type and the dispersion of pollutant emissions.
