Henry Oman, Systems editor, asked me if I had information about an announced agreement between IEEE and FINEL. I was totally confused as, although a Finn myself, I had never heard the strange acronym obviously having something to do with Finland. Fortunately I did not have to find out what IEEE stands for some US friends told me! The question began a furious search with the enthusiasm of an accident investigator. This is what I discovered.
