System Power Regulation Scheme for Jiuquan Wind Power Base

Jiuquan wind power base (JQWPB) is the first 10 GW-level pilot wind power base. Its construction brings a lot of technical problems in power system operation such as peak load regulation, frequency control and the consumption of wind power and electricity. This paper utilizes the gauged wind resources data and the recent energy management system (EMS) operating data from dispatching department, analyzes the characteristics of wind power resources, and researches the system power regulation scheme for the integrated JQWPB. Comparing three different kinds of power regulation schemes: pumped storage power station, thermal electric power plant and the combined scheme, according to the developing level of power technology and the resources condition in that district, the conclusions are: the scheme of pumped storage power station is not suitable for wind power regulation; the combined scheme has many uncertainties and the scheme of thermal power plant with proper capacity satisfies the wind power regulation. It is the unique way to solve the problem of peak load regulation, frequency control and the wind power consumption by constructing thermal power plant of certain capacity and transmitting wind power by ultra high voltage direct current (UHVDC) power transmission technology.
