It is described how existing highway maintenance needs evaluation can be dramatically improved with the graphic display and data manipulation capability of GIS (geographic information systems). Two maintenance areas are considered: pavement management system (PMS); and sign management system (SMS). The Virginia Department of Transportation has prepared a comprehensive highway database for statewide use called the Highway Traffic Records Information System (HTRIS), and is implemented in the PMS area, and soon will be, in the SMS area. The system's data structure was designed from the beginning to coincide with that of a GIS based system and tie into existing Intergraph compatible design systems. GIS industry trends are noted. Maintenance system deficiencies are discussed, as well as hardware, software, and data collection. The details of the PMS and the SMS are described.
