Disclosed are a user equipment (UE), base station and uplink data scheduling method, the UE comprising: an acquisition unit used to record current number of synchronous hybrid automatic repeat request (HARQ)transmissions of data; a determination unit connected to the acquisition unit and used to determine the HARQ transmission mode for the data at the current time based on the current number of transmissions and maximum number of transmissions configured by the base station, the HARQ transmission mode comprising adaptive retransmission and non-adaptive retransmission. The present invention can determine an HARQ transmission mode at the current time based on the current number of transmissions and maximum number of transmissions configured by a base station for the UE, thus ensuring the number of HARQ transmissions and improving reliability of data transmission.
