Limited bandwidth andhighpacket lossposea serious challenge forvideo streaming overwireless networks. Evenwhen packet loss inthemediumisnotpresent, thefluctuating available bandwidth duetovarying numberofactive flows inanetwork causes problem forvideo streaming applications. Inthis paper, we propose toemploy anovel admission control together witharatedistortion optimized framework tomaintain reasonable qualities formultiple concurrent video streams. Inparticular, weformulate anoptimization problem toallocate theoptimal transmission rates foreachlayered video streams jointly withtheMIACprotocol ofa slightly modified 802.1 lxnetwork. We showthehardness results of theoptimization problemundervarious conditions. Furthermore, we showthata simple greedy layer-allocation algorithm istypically notoptimal, although itcanapproximate the solution reasonably well under certain assumptions.
