국내 항만의 서비스 지표 개발을 위한 항만 대기율 산정

Port productivity depends on the apron’s capability and capacity concerned with loading and unloading process and the time in a port for vessels. In general, the congestion index has been used as the indicator for the ship’s time in a port, however, in Korea, it is estimated by the ratio of the vessels that wait more than 12 hours to the overall vessels. Furthermore, because it has been measured by only manual reports of ship owners, congestion index of domestic ports is not reliable. This study adopts and evaluates the waiting ratio (WR) for domestic ports, which is another indicator for the ship’s time in a port, based on raw data given by vessel traffic service center (VTS) and Port-MIS from 2004 to 2013. The results show that the waiting ratio is mainly affected by the cargo types and quay’s environment. Based on the raw data, we also evaluated the berth occupancy ratio (BOR) to analyze the correlation with waiting ratio. The analysis results can be sued for developing the port service index and improving domestic port performance.
