A downlink non-orthogonal multiple access (NOMA) decoding method and device, the method comprising: a code block-level successive interference cancellation (SIC) of a user terminal adjacent to a base station decodes original information of a user terminal at an edge of the base station, or a symbol-level SIC of the user terminal adjacent to the base station hard-decides a symbol of the user terminal at the edge of the base station; if a preset condition is satisfied, the user terminal adjacent to the base station forwards the decoded original information or the hard-decided symbol of the user terminal at the edge of the base station to the user terminal at the edge of the base station.
