The method comprises: receiving, by a second base station, user attribute information about group mobility users before the group mobility users enter a target cell (S110); and conducting, by the second base station, radio resource allocation according to the user attribute information, so that when the group mobility users access the target cell, the load of the target cell is controlled to be within a load limit range (S120), wherein the target cell is a cell formed by the second base station.
