Results of preliminary application of cost engineering model to Korea Space Launch Vehicle-Ⅱ (KSLV-Ⅱ) are described in this paper. The cost engineering model applied is being developed by Space System Research Lab. (SSRL) through researching other previous cost models that are available, and sampling and modifying the studied models to fit conditions of Korea. This model will have both top-down and bottom-up analysis functions available. based on the database collected. In this study. a top-down portion of the cost engineering model was. applied in determining a best configuration of KSLV-Ⅱ. Cost Estimate Relationships (CERs) used for the top-down analysis is based on TRANSCOST model. KSLV-Ⅱ is a first-of-its-kind for Korea. and an accurate development cost estimate is difficult to obtain. Using a cost engineering model, a rough estimate of development cost of KSLV-Ⅱ has been derived. Instead of focusing on an absolute development cost value, a parametric study of cost change according to the changes in configuration has been studied in this paper. In addition. a case study has been performed to quantify design efficiency of the current KSLV-Ⅱ configuration, compared to other configuration options selected by foreign launch vehicles.
