The article is based on an online DELPHI Questionnaire study of the management problems of Internet/Web systems development. Three questionnaires are used. The 26 most important problems are presented. No individual problem is overwhelmingly rated as most important. However, two clusters of related Internet problems, which together include 13 of the top 16 problems stand out as the two most important problem categories. These are (1) strategic planning and other strategy-related problems; and (2) data integrity and privacy problems. The article first discusses the overall results of the study, then the "strategy" category of problems is explored. The similarities of the findings of six prior DELPHI studies to those of the present study suggest that problems associated with strategic activities are exceedingly important as a cross-discipline problem area. The problems of data integrity and security are thereafter examined.
