대구의제21 주체들의 참여활성화 방안에 관한 연구

Agenda21 is a set of national and local practice plans and conduct guidelines for sustainable development. Every local government has planned to confer with local residents to promote their own Local Agenda21. For the past ten years, meaningful experiments and practices were developed in a variety of fields, but general performance has not reached the high initial objectives and expectations of the plan, when compared to the dedication of its diverse participants' As such, this study examined various plans at this point 10 years after the initial Daegu Agenda 21 was enacted and proclaimed. Daegu Agenda21 was established to meet the demand for the preparation of a new agenda following local conditions and changes in circumstances, and to encourage the main participants in the Daegu Agenda 21, such as citizens, companies and administrations, to enhance their roles. The results are as follows. Above all, as a local government, Daegu City, needs to sympathize with the necessity of the Local Agenda21, to establish a promotional base such as the formation of a promotion agency, and extend administrative and financial support, centering on the promotion conference and the executive office, to deliberate how to be connected with the range of involved areas, including the economic, social and environmental fields, and to prepare a practical department to control and supervise the aforementioned works. Subsequently, Daegu City needs to develop a variety of events and programs in which citizens may actively participate and make a part of their daily lives. It must explore financial support, so that citizens can share meaning and value in their local area. Finally, the city should provide companies with incentives to engage their participation, promoting eco-friendly companies and preparing means by which companies can participate, based on systematic strategies.
