Balancedly splittable orthogonal designs and equiangular tight frames

The concept of balancedly splittable orthogonal designs is introduced along with a recursive construction. As an application, equiangular tight frames over the real, complex, and quaternions meeting the DelsarteGoethals-Seidel upper bound is obtained.
