A practical approach to improve resource management in cellular networks

Congestion management in cellular networks is of critical importance for mobile network operators of present and future generations. Nowadays cellular operators utilize improved planning techniques for enhanced capacity management, but on the other hand the number of mobile subscribers is rapidly increasing and additionally, the new data-technologies for wireless access add extra traffic to the already overloaded networks, often causing serious problems to the network. In this paper we present a set of techniques for an efficient cellular network resource management in network overloading periods. Additionally we discuss the system architecture that should be implemented in order to support the congestion management techniques.
