Rate control and mode decision jointly optimization in H.264AVC

In this paper we proposed a new algorithm for rate control in h.264 by performing 16×16 block motion estimation first. Using this primary information, we can estimate the frame complexity and allocate bits to the frames based on their complexities. Further more, in this case we can predict the mean absolute difference more accurately.
