A whole Standard Metropolitan Statistical Area (SMSA) was the basis of each survey, except in Region I where the entire State of Vermont was included, with evaluations made on all public water supply systems, as defined herein, in each study area. This coverage allowed an assessment of the drinking water quality of the large central city, the suburbs, and the smaller communities located in the counties in the SMSA, and the interaction between them.
