As for the protection and control of power systems the dynamic stability control system is basically applied between conventional protective relaying and the protection and control for SCADA/EMS, so it is a necessary protective measure for interconnected power grid. Since the large scope blackout, which occurred in North America in 1965, traditional dynamic stability control schemes, e.g., SPS (Special Protection System)/RAS (Remedial Action Scheme), have been widely used from Europe to North America and till 1980s many operational experiences have been gathered. Definite requirements to the function and operation of this kind of system are put forward by the branches of planning, operation and dispatching in power grids. Along with the development of computer technique and digital communication technology a new generation of dynamic stability control technology, i.e., the wide-area protection based on wide-area measurement system (WAMS) and on-line dynamic security analysis, is forming. WAMS has been put into operation in North America for more than five years, some results of trial operation are gradually gained from the stability control and other application based on WAMS.
