Reactive Operating Schedule in Case of a Disaster : Arrival of Unexpected Victims

In case of a disaster, hospitals must be able to re ceive, in a short period, injured persons for medic al and surgical treatment, using available resources and f acilities. In such situations different disruptions widely perturb the execution of the established plans. Then medical re sources optimization is fundamental to save human l ives. Our works focus on operating rooms scheduling taking into acc ount disruptions. In this setting, we propose a rea ctive operating schedule. We consider two possible disruptions: the ins rtion of a new victim in the operating schedul and, the overflow of surgical processing time. The purpose i s to treat all disruptions and so to save the maxim um of human lives. The proposed approach is performed by the Cplex sol ver. Computational experiments show that a substant ial aid is obtained by using this approach which can be consid ere as a support decision for emergency manager.
