The load control method comprises: a network device configuration terminal accessing access conditions of a first network; the network device receiving a first signal form the terminal, and acquiring a measuring quantity of the terminal according to the first signal; if the measuring quantity of the terminal conforming to the access conditions, the network device sending a second signal to the terminal, to permit the terminal to access the first network, wherein the measuring quantity is signal strength of the terminal and/or terminal distance. The measuring quantity of the terminal conforming to the access conditions comprises the measuring quantity is larger than or equal to a preset measuring quantity threshold, the fluctuation threshold of the measuring quantity is lower than or equal to the preset measuring quantity threshold, or the fluctuation frequency of the measuring quantity is lower than or equal to the preset measuring quantity fluctuation frequency. Through the above method, the method can improve frequency spectrum efficiency of the network access point.
